Well, it's simple. Zoe is a Cavalier King Charles Spaniel, like Gail, Tootsie, and the dog pictured in the bag.
It's not Zoe. Just another dog of her species who looks like her.
By the way, it very funny how Zoe camouflaged herself with those dog food bags. Her pose, and smile, and all...

She does dog shows, so to say she's a model for dog products wouldn't be too big of a stretch.
